Totaled in a car accident. Insurer is not offering enough money?

I was hit by a reckless driver. The accident was not my fault. The other driver and I got the same insurance company (USAA). Now the problem is that we are military and we are PCS-ing next month. We basically had our car was sold to a guy on my boat husbands who were just waiting for them to return from deployment do all the paperwork. And we had not worked for us was to turn the car until the day before we left the island. Now I obviously can not sell it and need a car accommodation. The insurance company is not offering what I feel is enough to replace my car. I used Kelly Blue Book to determine the actual cash value of my car, said 13,900. I owe 11,700. They offered 11,300, claiming that is my car is worth. What do I do? All I want is to be "whole" … my car to be paid and accommodation until I leave.
