Boat Insurance Europe

What is the name of the line in a Boat to the proposed insurance?
Years ago, I learned about an ancient law, somewhere in Europe, which dealt with as a boatload could legally be filled. Prior to the law on the line, owners would fill a boat too full and then along the ship's cargo hold. Inevitably, the boat would sink somewhere outside to see. Eventually they developed a law and a line was painted on all ships. Harbor people would make sure that the boats were just full enough so that the ship line was still above water. What was that line, or law, called? Thanks! JayJay, you rock! Thank you!
