Boat Lights Parade

I'll be pretty hot tonight?
My boyfriend and I are going along with a couple of our friends on their Boat this evening for the local boat parade Christmas lights. Problem is, it's supposed to dip to the low 20s (Fahrenheit) tonight – they are even calling for snow tonight! It is more likely he is not that cold during the parade (at 6:00), but is the cold water, after nightfall, probably around 35 (F) at best. I'm thinking of using a long sleeve shirt and a sweater under my ski jacket, and my sincere scarf, I know that my top half will be nice and warm. But I'm worried about my legs – is a pair of jeans under my be enough? What can I do to keep warmer? Sorry, I forgot to add that I live in southeastern Virginia (so the snow would not be a normal thing for us!), and I'll be out in a river.
